Since 2005, CRELL plays a pivotal role in strengthening the evidence-base for EU policy coordination in the field of education and training in the context of the Europe 2020 strategy and the European Semester. In particular, one of the main activities of CRELL is related to the development of a coherent framework of indicators and benchmarks to monitor performance and progress in the field of education and training.

The activities related to EU2020 support include:

  • Joint Assessment Framework (JAF)
    The JAF methodology was first introduced by the Directorate-General for Employment, Social Affairs and Inclusion (DG EMPL) in 2010 to standardize the monitoring of benchmarks and indicators under the Employment Guidelines. Since two of the Employment Guidelines concern education and training, the Directorate-General for Education and Culture (DG EAC) was directly involved in developing the methodology and has since introduced it into its own monitoring approach concerning the strategic framework for European cooperation in education and training (ET 2020).
    The JAF is a methodology to structure the monitoring of Member States’ education and training systems and to ensure its consistency and transparency. In terms of EAC’s education and training policy coordination, the JAF methodology is used as a first step in the assessment of education and training systems across Europe. CRELL has helped DG EAC to adapt the JAF to the context of education and training, developing the quantitative part of the methodology – which aims to point towards policy levers, assesses the broader context and shed light on closely related domains of interest– for the ET 2020 benchmarks.
    The JAF is used in the preparation of the annual Education and Training Monitor series and the accompanying country reports, which then feed into each subsequent European Semester in support of EAC’s country desk officers and their formulation of country-specific recommendations

  • Education and Training Monitor: 
    DG EAC’s annual report Education and Training Monitor (ETM) sets out the progress on the ET2020 benchmarks and core indicators, including the Europe 2020 headline target on education and training. It illustrates the evolution of education and training systems across Europe, with a particular focus on the country-specific recommendations adopted in the field of education and training, and contributes to the analytical basis for the next European Semester. Besides contributing to the ETM with the output of the JAF methodology, CRELL is also involved in the consultation procedure in the drafting process, with the main task of performing quality assurance of data reporting and its interpretation.

  • Forecasting EU2020 headline  targets: 
    Building on the 2013 CRELL technical report on forecasting the Europe 2020 headline target on education and training, CRELL regularly explores further developments and extensions within the same modelling approach.
    This analysis might also benefit from the consultations between CRELL and DG EAC within the framework of the ‘expert group on education investment’.

    An important determinant affecting the assumptions on which the previous forecasts relied upon concerns migration flows. Since migration flows are very much country-specific, this element will be taken into account in a different way, outside the principal econometric analysis.
