Working towards Indicators on Active Citizenship

The primary instruments used by the European Commission to monitor progress towards Community objectives are statistical indicators; however, there are as yet no official indicators in the field of education and training for active citizenship. In 2005 CRELL launched a research project on “Active Citizenship for Democracy” in cooperation with the Council of Europe, with the aim of developing indicators to monitor progress in this area at a European level. The resulting indicators will provide the basis for a better understanding of active citizenship in practice, and will, moreover, serve to inform policy-makers about the contribution of education and training systems to this goal.

The questions which the CRELL Research Network on “Active Citizenship for Democracy” has been exploring are the following:

Which indicators would be appropriate to measure active citizenship? Which indicators would be necessary to measure education and training for active citizenship? And what is the relationship between education and training for active citizenship and active citizenship in practice? 

With this in mind, the conference will examine proposals from the CRELL Research Network for indicators in these two domains. The proposals for indicators in the domain of education and training will cover each of the formal, non-formal and informal learning sectors. The indicators on active citizenship in practice will include the dimensions both of political and of social and cultural participation. The papers to be discussed will consider the availability of data for these indicators and propose measures for satisfying data needs.

In terms of new data collection, the focus for discussion during the conference will be the development of the new IEA survey on active citizenship, the “International Civic and Citizenship Education Study” (ICCS). The current proposals for a European module of the ICCS will be presented. Based on this potential survey vehicle, the conference will offer a forum to debate the connection between targeted learning opportunities and the actual practice of active citizenship, further to which it will attempt to identify what future data collection might be required in order to understand better what constitutes effective education and training for active and democratic citizenship.
